Job Description:
Summary You will serve as Director, Executive Management Program
Office (EMPO) within the Office of the Assistant Secretary of the
Navy (M&RA)You will provide assistance to Department of the
Navy (DON) in its administration of the executive cadre, to
include: Senior Executive Services (SES), Senior Level (SL),
Scientific and Technical (S&T) positions, Highly Qualified
Experts (HQEs), Defense Intelligence Senior Executive Service
(DISES), Defense Intelligence Senior Level (DISLs), etcDuties---
You will develop and implement policy guidance in the areas of
recruitment, classification and position management, compensation,
performance management and recognition, succession planning, and
executive development for the executive cadre.--- You will develop
policies and procedures needed to accomplish the functions of the
office.--- You will oversee special studies/projects and review
and/or approve of executive personnel operations for assigned
executive components/activities.--- You will provide senior level
programmatic advisory services on Human Resources Management issues
related to the executive cadre; the EMB; the Senior Advisory Board;
and the Executive Management Advisory Panel (EMAP).--- You will
oversee and advise on lifecycle management of political appointees
and PAS Officials within the DON.--- You will manage the EMAP and
its subordinate structures in fulfilling the Board's
responsibilities for developing and administering a program to
effectively utilize the executive cadre.--- You will perform the
full range of technical and administrative supervision, as a first
and second-level supervisor.--- You will exercise significant
responsibilities in dealing with officials of other units or in
advising higher-level management officialsRequirements Conditions

require travel from normal duty station to CONUS and OCONUS and may

2635.101Qualifications Your resume must demonstrate at least one
year of specialized experience equivalent to the next lower grade
level (GS-14) or pay band in the federal service or equivalent
experience in the private or public sector directing, executing, or
managing the delivery of civilian federal human resources (HR)
services in at least two of the following functional areas:
recruitment and staffing, classification and position management,
compensation, performance management, recognition, workforce
development; employee relations; developing, interpreting, and
advising management on federal civilian HR policies, laws,
regulations and providing input to the strategic planning of human
