Job Description Job Description Strategic Insight, Ltd., is seeking a Strategic OperationsProgram Analyst – Business Operations to support the Department of the Navy's strategic and operational initiatives by evaluating business operations, improving processes, and enabling data-driven decision-making. The analyst will play a key role in assessing organizational effectiveness, identifying opportunities for improvement, and supporting leadership through actionable insights and performance analysis. Key Responsibilities - Develop optimized data management and transformation tools to execute more efficient financial management support across ASN (RD&A), - Provide support in the preparation, review, and analysis of program execution documentation for government approval, - Provide budget execution support in the preparation of various funding documents as provided by the Government, using approved financial management systems, - Interface and coordinate funding requirements and documents between funding recipients and ASN (RD&A) for government approval, - Draft supporting documentation for various financial reviews and analyses, prepare, and distribute weekly reports that compare execution plans with actual expenditures, - Provide financial feedback to the government execution manager on financial issues for approval, - Analyze obligations and expenditures to ensure financial benchmarks are met, - Prepare the appropriate documentation to ensure the accuracy of expenditure data with financial systems, - Review and prepare variance and discrepancy reports, - Provide budget programmatic support in the development, review, and analysis of the execution year and out-year planning for acquisition programs. Provide recommendations to justify and defend the budget during the required budget submission process, - Conducting financial analysis and financial risk analysis, identifying and evaluating financial risks. Ability to forecast out five years and recommend management techniques to mitigate risk exposure, and - Perform other duties as assigned. Minimum / General Experience Requirements - Minimum of 5–7 years of experience evaluating business operations and processes to determine effectiveness and identify areas for improvement. - Experience applying data analysis, project management methodologies, and industry best practices to develop, implement, and monitor process improvement initiatives. - Demonstrated ability to synthesize complex data and analysis into clear, actionable recommendations for leadership. Education - Bachelor’s degree from an accredited university or college required. - Equivalent combinations of education and relevant experience may be considered of a bachelor’s degree.
