Job Description:
Description The NISC IV program at Leidos is seeking a Spectrum
Engineer to join our dynamic team. The successful candidate will be
responsible for supporting aviation surveillance systems
technologies and assessing associated compatibility and
interference risks. Additionally, the candidate will provide
technical input into system safety assessments and risk management
frameworks. The engineer will work closely with regulatory bodies,
engineering teams, and project managers to support spectrum-related
initiatives across various projects. Primary Responsibilities:
Familiarity with frequency assignment principles, RF propagation,
and interference mitigation. Ability to support coordination of
radio frequencies across diverse systems, including both voice and
data communications. Capable of reviewing and validating frequency
assignment data and evaluating system compatibility. Understanding
of aviation surveillance technologies (e.g., secondary surveillance
radar, ADS-B, multi-lateration) and their frequency usage. Ability
to assess compatibility and interference risks associated with
surveillance frequency assignments. Familiarity with applying
technical input into system safety assessments and risk management
frameworks. Capable of supporting the integration of spectrum
engineering considerations into broader safety analyses. Skilled in
evaluating requests for new or modified frequency assignments based
on system characteristics and airspace requirements. Experience
supporting coordination with external stakeholders on frequency
usage concerns. Ability to prepare engineering input for risk
assessments, safety cases, or technical white papers. Comfort with
maintaining detailed records and documenting analysis in a manner
accessible to non-engineers. Familiarity with tools used for
frequency impact analysis, interference prediction, or
electromagnetic compatibility assessment. Strong written and verbal
communication skills for interaction with internal safety teams and
external frequency users. Comfortable contributing engineering
support to multidisciplinary working groups or panels. Strong
problem-solving skills with the ability to work independently and
within a team environment. Strong ability to interpret technical
data and prepare documentation such as coordination summaries,
engineering notes, and standard operating procedures. Capable of
identifying potential conflicts in frequency usage and proposing
solutions based on engineering judgment. Excellent communication
skills, both written and verbal. Skilled at working with internal
stakeholders and external agencies to coordinate spectrum usage and
resolve technical issues. Comfortable participating in technical
discussions and communicating findings clearly to both technical
and non-technical audiences. Basic Qualifications: Bachelor’s
degree in electrical engineering, Telecommunications, or a related
field. Additional years of experience may be considered in lieu of
a degree. At least 3 years of experience in spectrum management,
frequency coordination, or systems engineering related to
surveillance and safety systems. Preferred Qualifications:
Experience with frequency assignment principles, RF propagation,
and interference mitigation Experience with land mobile radio (LMR)
systems, analog and digital radio networks, and narrowband

Range $85,150.00 - $153,925.00 The Leidos pay range for this job
level is a general guideline only and not a guarantee of
compensation or salary. Additional factors considered in extending

job, education, experience, knowledge, skills, and abilities, as
well as internal equity, alignment with market data, applicable
bargaining agreement (if any), or other law.
