The Technical Proposal Writer leads the development of responses to
Request for Information, Request for Proposals/Quotes related to
Information Technology contract opportunities. This position
coordinates with LLC Managers, Project Teams and Business
Development to understand the requirements of RFI, RFPs, develops
new artifacts or maintains existing documents. The Technical
Proposal Writer should have strong writing and editing skills,
especially on technical projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other
duties may be assigned.
Responsible for the integration of CNI Core Competencies into daily
functions, including: commitment to integrity, knowledge/quality of
work, supporting financial goals of the company,
initiative/motivation, cooperation/relationships, problem
analysis/discretion, accomplishing goals through organization,
positive oral/written communication skills, leadership abilities,

Writes proposal content for Information Technology based proposals,
including technical sections, management and staffing sections,
resumes and executive summaries.
Interviews technical staff working on the projects to capture past
performance, technical solutions, discriminators, metrics and use
them in the proposal response development.
Reviews and edits sections drafted by other contributors. Receives
feedback from color teams and incorporate/update the responses to
be compliant and compelling.
Assists in creating task statements for technical positions
relevant to the work to be performed or outcome to be achieved.
Synthesizes raw content from various sources into a cohesive and
Ensures final submission is compliant with contract clauses,
proposal guidelines and instructions in the solicitation.
Reviews content of technical documentation, ensures that documents
follow the style laid out in the company's style guide, writes a
variety of technical articles, reports, brochures, and/or manuals
for documentation for a wide range of uses and coordinates the
display of graphics and the production of the document.
Possesses and applies a comprehensive knowledge of one or more
technical writing and editing methodologies.
Possesses and applies an advanced understanding of the principles
of writing and editing. Thorough understanding of key business
processes, and ability to communicate and translate those
communication and documentation needs to business and technical
Resolves problems in documentation and communication. Preferred
candidate has demonstrable complex technical writing and editing
experience in the Federal environment.
Responsible for aiding in own self-development by being available
and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job
description and supervisor's instruction in such a way as to
maximize personal output.
Responsible for keeping own immediate work area in a neat and
orderly condition to ensure safety of self and co-workers. Will
report any unsafe conditions and/or practices to the appropriate
supervisor and human resources. Will immediately correct any unsafe
conditions as the best of own ability.
Bachelor's degree and minimum of five (5) years proposal
development experience as lead technical writer; or equivalent
combination of education/experience. Previous experience working on
information technology projects is desired.
CERTIFICATES, LICENSES, REGRISTRATION
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Strong analytical skills and ability to understand and write about
Demonstrable complex technical writing and editing experience in
the Federal environment.
Strong attention to detail, including grammar, punctuation and
Relevant work experience in development of documents like software
specifications, user guides, training materials etc.
Working knowledge of Microsoft Productivity Tools.
Highly organized and extremely detail-oriented with ability to
quickly grasp business needs and issues.
Self-motivated with proven ability to be flexible and work hard,
both independently and in a team environment.
Interacts and works well with others.
Ability to adhere to regularly-scheduled business hours.
Ability to read, analyze and interpret common scientific and
technical journals, financial reports, and legal documents. Ability
to respond to common inquiries or complaints from customers,
regulatory agencies, or members of the business community. Ability
to write speeches and articles for publication that conform to
prescribed style and format. Ability to effectively present
information to top management, public groups, and/or boards of
Ability to calculate figures and amounts such as discounts,
interest, commissions, proportions, percentages, area,
circumference and volume. Ability to apply concepts of basic
algebra and geometry.
Ability to define problems, collect data, establish facts and draw
valid conclusions. Ability to interpret an extensive variety of

with several abstract and concrete variables.
