experienced Senior Technical Product Manager to act as a Strategic
Lead Liaison and Senior Product Owner Delegate, playing a key role
in supporting a Fortune 100 client’s public sector team. In this
high-visibility role, you will bridge the gap between executive
business stakeholders and technical delivery teams. You will be
responsible for architecting requirements strategies, managing
complex documentation lifecycles, and ensuring that every project
output is directly aligned with overarching strategic business
outcomes. This role requires an expert capable of operating
autonomously while navigating complex, interdisciplinary
challenges. This position is a full-time, salaried position.
Location: Chantilly, VA (Onsite minimum 3 days/week). There may be
some initial travel related to initial engagement.
Clearance/Suitability: Public Trust Citizenship: Must be a United
States Citizen currently residing in the United States, or a
permanent resident currently residing in the United States for at
least the last three years. SEIS participates in the E-Verify
program to validate authorization to work in the United States.
Role and Responsibilities - Requirements Architecture and
Governance: Lead the elicitation, analysis, and documentation of
complex requirements. Whether operating under Waterfall
(predictive) or Agile (iterative) methodologies, you will ensure
requirements are testable, traceable, and mapped directly to
organizational Objectives and Key Results (OKRs) and Key
Performance Indicators (KPIs). - Strategic Stakeholder
Communication: Function as the primary conduit between senior
leadership and technical delivery teams. You will manage competing
priorities, ensure alignment with project goals, and maintain
transparency throughout the project lifecycle. - Validation and
Quality Assurance: Define the strategy for testing and User
Acceptance Testing (UAT). You are responsible for ensuring final
deliverables adhere to enterprise quality standards and satisfy
complex business objectives. - Change and Risk Management: Perform
deep-dive impact assessments on scope, timeline, and resource
allocation. You will need to proactively identify, track, and
mitigate risks before they impact delivery. - Project Planning and
Process Improvement: Drive high-level project planning and resource
allocation. You will be expected to critically evaluate and improve
institutional requirements management processes and toolsets. -
Mentorship and Leadership: Serve as a subject matter expert,
guiding and mentoring junior team members. You will lead
high-strategic-value projects or complex portions of enterprise
programs with minimal oversight. Qualifications and Education
Requirements - Education: Bachelor’s degree (Bachelor of Science or
Bachelor of Arts) required; a degree in Computer Science or a
related technical field is strongly preferred. - Experience: A
minimum of 7 years of professional experience in technical product
management or systems analysis. - Domain Expertise: A minimum of 4
years of professional experience within the telecommunications
industry; direct experience working with AT&T or Verizon is
highly preferred. - Certifications: Must hold a relevant
professional certification (e.g., Project Management Professional
(PMP), Certified Scrum Product Owner (CSPO), or equivalent
technical certifications). - Excellent communication, facilitation,
and presentation skills. - Ability to work effectively with both
technical and non-technical team members and users. - Excellent
communication and interpersonal skills with the ability to work
effectively with stakeholders at all levels. Preferred Skills -
Methodology Fluency: Demonstrated ability to navigate both
Waterfall (Business Requirement Documents and Functional
Requirement Documents) and Agile (User Stories and Story Maps)
environments. - Technical Literacy: Proficiency in creating and
interpreting architectural process flows and data flow diagrams. -
Stakeholder Management: Exceptional communication skills with the
ability to influence senior executive leadership and manage complex
organizational dynamics. - Analytical Thinking: Ability to resolve
highly difficult and complex issues using broad professional
concepts and data-driven insights. - Strong leadership skills with
the ability to influence and motivate teams to achieve project
