ManTech is seeking a Logistics SME to support our Marine Corps
Intelligence Activity contract on MCB Quantico

This role requires an active DoD TS/SCI clearance.
Responsibilities include but are not limited to:
- Ensure command maintains a high level of material
readiness.
- Inspect the maintenance, operation, performance, and
configuration of USMC tactical communications systems.
- Evaluate and resolve issues pertaining to quality assurance for
the maintenance, overhaul, or modification of tactical
communications equipment.
- Serves as a technical advisor to top management, staff,
operating officials, and supervisors on the principles and
techniques used for tactical communication systems quality
assurance.
- Develops and conducts maintenance quality assurance training
with emphasis on complex work procedures and techniques appropriate
to the work environment.
- Ensures requirements imposed by higher authority and/or
regulatory agencies are met.
- Assist Responsible Officers (RO) or Responsible Individuals
(RI) with the accountability of properties.
- Compiles organized equipment inspection results data to include
the review and evaluation of deficiency and failure reports.
- Analyzes reported problems and provides appropriate solutions
designed to meet the constraints of defined maintenance
timelines.
- Research policies/procedures and reports to identify problem
areas and ensure compliance.
- Generates local technical, and other supplementary
documentation.
- Generates slick sheets and knowledge binders to support key
staff change over.
- Composes correspondence explaining complex technical
requirements and actions proposed to solve problems.
- Advises officials concerning complex equipment logistics
issues, problems, and requirements.
- When requested, capably represents the organization at meetings
to address and resolve problems.
- Communicates with equipment manufacturers, item managers and
users concerning equipment warranty issues and coordinates the
resolution of warranty claims.
- Develop and provide key training to support maintenance and
maintenance management operations. This includes Quick Reference
Guides (QRGs) and How To sheets.
- Conduct equipment readiness inspections to ensure that the
command is compliant with applicable statutory and regulatory
requirements. This included site visits as necessary.
- Update and maintain unit's publication program. This included
ensuring effective USMC publication training, managing monthly
publication reporting, and managing publications stockages.
- Thoroughly understands USMC technical publications: TMs, SL-3,
and all I-Type publications.
- Conducts qualitative and quantitative analysis of maintenance
operations, including consolidating findings into actionable
recommendations with demonstrable benefits in various maintenance
management programs. This includes familiarization with various
pieces of equipment, how they operate, and all supporting technical
publications.
- Review and update Standard Operating Procedures (SOPs) and
billet specific desktop procedures.
- Review Monthly Production Reports (MPRs) to ensure that
adherence to service request standards and to track ordered
parts.
- Provides oversite to equipment modification application within
the unit. This included reviewing applicable technical
publications, familiarization with the equipment, and coordination
with outside organizations.
- Maintains the unit's Navy and Marine Corps (NAVMC) 10772
document register, assigns document numbers, and records the status
of the submission.
- Reviews and maintains stock records and other documents such as
inventory, material control, accounting, and supply reports.
- Inventory incoming and outgoing equipment to ensure system
integrity and accountability.
- Canvass various Automated Information Systems (AIS) and
databases to consolidate information into a single database or
spreadsheet and manipulate the data for analysis of courses of
action.
- Prepare and review official naval correspondence (i.e. letters,
memos and route sheets); slick sheets, spreadsheets, and
presentations.
- Advise the logistics officer as subject matter expert on
maintenance, planning and implementation maintenance elements to
meet command maintenance goals and objectives.
- Communicates with superiors and commodity managers through
written reports and oral presentations. This includes preparing
maintenance management related slides to support key staff briefs
(i.e. CO, XO).
- Interface daily with various sections and maintenance commodity
managers to exchange information and coordinate related task
performance.
- Attend and lead bi-weekly meetings with a need for
cross-competency communication between personnel. In many cases,
this included the capturing meeting minutes.
- Prepare for and conduct internal inspections.
- Prepare for and support external inspection.
- Other duties as required Minimum Qualifications:
- Must possess an active TS/SCI DoD Clearance
- Must possess a Bachelor of Science Degree and 8 years of
experience, years of experience can replace degree
requirements
- Ability to develop training materials and conduct
training.
- Experience in preparing DOD documentation and proficient in
planning, organizing, directing, and tracking major aspects of
projects, including technology, schedules, and costs.
- Ability to prepare and brief executive level staff.
- Must possess expert capabilities in accounting for property
from acquisition, transfer, maintenance, redistribution, and
disposal utilizing automated property management systems.
- Thorough knowledge of MS-Office Suite (Word, Excel,
PowerPoint)
- Experience in drafting strategies, policies, and desktop
procedures to create and expand on formal rules, regulations, and
procedures for proper accountability of IT assets based on DoD and
Marine Corps policy
- Possess all or a combination of the following backgrounds:
- Tactical Communication
- Garrison Communication
- DOD Maintenance

- Container Management
- UUAM
- Technical Trainer
- Administrative Supply
- Other applicable background Preferred Qualifications:
- Proficient in the following Automated Information Systems (AIS)
and databases:
- GCSS-MC
- TLCM-OST
- LOGWAY
- PLMS
- TFSMS
- MCTIMS
- SharePoint Physical Requirements:
- Must be able and willing to perform occasional manual labor and
warehouse duties with the ability to lift 50 pounds
- Must be able to remain in a stationary position 50%
